Define "best" and your budget. "Camcorder" covers everything from $100 Best Buy bargins up to the $8500 Sony PMW-EX3 and some even more expensive.

I'd make my own if I was you from a tissue box and a toilet roll. It will capture the same amount of ghosts as the ex3 and alot cheaper.  sorry

I'm a real non believer of anything supernatural so I don't believe any camera can can be used to shoot ghosts. But If you want a good camera which is good for low light shooting buy a 5d2. There also a good camera for time lapse. Owen

The Sony CX-7 or CX-12 camcorders are real small, give an excellent picture. Both have Nightshot, which removes the infrared blocking filter and activates a little infrared LED on the camera. You can floodlight large areas with additional infrared lights and the camera will see them just fine. They aren't the cheapest thing on the market but are a great value for the money. I destroyed my CX-7 and got a CX-12 to replace it because I liked it so much. If anything ever happened to it, I'd be looking for one just like it.
